Position Title: Programs Manager

Reports to: Executive Director

Organization Profile:

Founded in 1987, Skyline Literacy’s mission is to provide instruction based on need, in various literacies, for adults in Harrisonburg and Rockingham County using trained, qualified instructors and volunteers. Skyline Literacy offers flexible, personalized instruction, through small group and one-on- one tutoring. In order to provide these services, Skyline has depended on its ability to recruit, train, and support dedicated volunteer tutors for more than three decades.

Position Scope and Purpose:

The Programs Manager is responsible for the planning, implementation, management, and evaluation of Skyline Literacy’s English language, Digital Literacy, and Citizenship preparation programs in accordance with the organization’s mission and vision. As a member of the Leadership Team (LT), the ESOL, Digital Literacy & Citizenship Programs Manager participates in strategic planning and budgeting initiatives in addition to problem-solving. They/He/She works within the guidelines, policies, and mission of the organization and will be accountable and responsible for the collection of student data, tracking of program goals, and reporting program outcomes.

Duties and Responsibilities Program Planning:

1. Participate with the LT in creating Annual Program Plan.

2. Work with LT to identify additional areas of need and make recommendations for changes to the ESOL, Digital Literacy, and Citizenship programs.

3. Work with Program Assistant and Outreach Coordinator (PAOC) to ensure successful outreach strategies are utilized for ESOL, Digital Literacy, and Citizenship programs.

4. Work with the Executive Director (ED) to develop and solidify partnerships within the business community and stakeholders to provide English, Digital Literacy, and Citizenship instruction to employees and clients.

Program Delivery:

1. Responsible for the implementation, management, supervision, and evaluation of all activities of the Literacy programs.

2. Develop, implement and evaluate recruitment strategies to expand student enrollment.

3. Oversee and manage the student Registration Process, including planning, scheduling, communications plan, and staffing, according to the confidentiality/privacy policy of the organization.

4. Assist in designing, implementing, administering, evaluating, and revising assessment /testing operations; monitor assessment functions for effectiveness and efficiency.

5. Oversee and participate in the scoring and processing of assessments according to established procedures.

6. Provide student placement information according to assessment results.

7. Direct, plan, and coordinate the work of the Program Support & Outreach Coordinator, Student Liaison and Data Specialist, Program Interns, Work Study Students, and non-tutor volunteers, including training, supervision, and evaluation.

8. Participate in community outreach fairs/meetings as needed/desired.

Program Reporting:

1. Oversee the collection, input, and updating of data with regard to ESOL, Digital Literacy and Citizenship students/classes.

2. Supervise the collection, input, tracking, and reporting of ESOL, Digital Literacy, and Citizenship student data.

3. Supervise the organization and maintenance of student hard-copy files and records.

4. Oversee completion and submission of monthly and/or quarterly program reports (DOE, DHS, etc.).

5. Oversee, compile, maintain and report on monthly, quarterly, and annual program statistics.

6. Analyze trends in the program, identify issues and develop and recommend solutions to the Executive Director.

Qualifications/Attributes/Skills

● Bachelor’s degree or equivalent in a related subject required.

● Three-plus years in program management. Adult Basic Education experience preferred.

● A self-starter who is adaptable, versatile, & able to handle multiple projects & deadlines.

● Desire to be an integral part of a collaborative team.

● Detail-oriented with strong problem-solving skills.

● Effective leadership skills; ability to delegate with appropriate supervision.

● High proficiency with Microsoft Office Suite (Word, Excel, PowerPoint) and Internet (Google Drive, Meet, Docs, etc.)

● Knowledge of online conference platforms such as Zoom.

● Ability to interact with people of all ages and cultural backgrounds.

● Understanding and commitment to Skyline Literacy principles, concerns, and considerations regarding issues of race, class, nationality, religion, age, gender, sexual orientation, and disabilities.

● Effective oral and written communication skills.

● Available to work some evenings and weekends as needed, and travel in Rockingham and neighboring counties (with mileage reimbursement).

● Bilingual English/Spanish or English/Kurdish-Arabic preferred.

Salary: Full-time/Exempt, 40 hrs weekly. Salary commensurate with experience. Requires some evenings and weekends.
